Point a driveway downhill, put a building on top of it, and you have made a bowl with a door at the bottom. That describes an enormous amount of construction across Los Angeles: subterranean parking under apartment buildings, tuck-under garages on hillside lots, a lower level cut into a slope with a retaining wall holding the hill back. Every one of those has a low point that gravity cannot drain, and at that low point sits a sump pit with a pump in it, doing the job a storm drain would do if there were anywhere for the water to fall to.
What Fills a Ramp Pit When the Pavement Cannot Take Any More
Southern California rain does not soak in the way it does elsewhere, because most of the surface it lands on is sealed. Streets, driveways, hardscape and roofs shed nearly everything they receive, and during an atmospheric river the gutters carry more than the storm drains can swallow. The overflow takes the first downhill route it finds, and a ramp cut below street level is exactly that. Inflow of that kind is not a trickle the pit has to keep ahead of. It is a sheet, and it stops the moment the rain stops.
The equipment fails in ordinary ways under that load. A float switch tangled on a cord or pushed against the pit wall never signals the motor to start. An intake screen packed with the grit and leaf litter a ramp delivers means the pump runs and moves nothing. A seized impeller hums. A check valve that no longer seals lets the column of water in the discharge pipe fall back the instant the motor stops, so it restarts within seconds and grinds through its duty rating. And the failure that is not a failure at all is the outage: a storm hard enough to fill the ramp is a storm capable of taking the power out, and a pump with no electricity is just a heavy object in a hole.
The Backup Nobody Budgets For Until the Lights Go Out
A battery backup is a second pump with an independent power source, and in a structure where the pit protects cars, elevator equipment, electrical gear and ground-floor units, the arithmetic is not close. What it buys is hours, not days, and the number of hours depends on how fast the ramp is delivering. It does not replace a primary pump that is already limping, and it is not a substitute for looking at the installation before the California wet season starts.
The related gap is the alarm. A high-water float wired to a sounder or a building system costs a fraction of the pump and answers the question that actually matters in shared property: has anyone noticed. Lifting water out of a pit is only half the work. The line has to put it somewhere it will not immediately return from, and on sloping ground that is a real design question rather than a detail. A discharge that surfaces uphill of the ramp sends the same water back down the ramp, which means the pump is now the reason the pit keeps filling. Where a line ties into a curb outlet or a site drain, the receiving side has to have capacity during the exact storm that is loading the pump, and in a Los Angeles downpour it often does not.
The check valve is the small part with outsized consequences. It holds the column of standing water in the riser so it cannot drop back when the motor cuts out. Once it stops sealing, the pump lifts the same few gallons every few seconds and wears through a duty rating that had years left in it. Freeze protection is not part of the conversation in California. Route, fall and the receiving point are.
Who Actually Owns the Sump Pump in a Shared Building?
This is the question behind most of the failures, and it has nothing to do with hardware. In a house, one person notices the pump. In a building with a shared ramp, the pit sits in common area, the last person who thought about it has moved out, and the maintenance contract covers landscaping and the gate. So a pump that stopped working during a dry stretch stays broken through an entire wet season, and the discovery event is a flooded parking level.
Whoever it belongs to, the test is the same and takes five minutes. Run a hose into the pit until the float switch lifts. The motor should start, drop the level, and stop and stay stopped. If it kicks back on a second later, suspect the check valve. If it hums with a still surface, suspect the impeller or the intake. Then, separately, trip the high-water float by hand and make sure something audible actually happens somewhere a person will be.
What the hose cannot show is whether the pit keeps up under a real sheet of ramp runoff, whether the discharge line is clear over its whole run, or what happens with the power off. Those need somebody looking at the whole installation, including the electrical, which sits in a wet location and is not a place to assume.
Pit Sizing When the Inflow Is a Paved Slope
Pits in Los Angeles get sized for the water somebody expected. A ramp that drains a wider area than it did when the building went up, a neighboring site that now sheds onto it, or a slope regraded upstream all change the number without anyone revisiting the pump. Undersized shows as continuous running through a storm and a level that climbs anyway. Oversized shows as water standing long enough to go stale and lay sediment on the intake, which is its own slow failure.
Cycling is the cheapest diagnostic available and almost nobody records it. During an ordinary rain, note how long the motor runs and how long it rests. That pair of numbers is a baseline, and a pump that used to clear the pit in half a minute and now takes two has told you something before any water is where it should not be.
Sump Pump Replacement in a Pit That Was Poured With the Building
Replacing a unit in a purpose-built pit is not the same job as dropping a new pump into a hole in the dirt. The pit was formed when the deck was poured, the discharge riser is fixed, the electrical was run for whatever was originally specified, and access may mean working over a pit lid in a live parking area. Sizing the replacement to the actual inflow rather than to the label on the old one is most of the engineering, and where failure cannot be tolerated, pairing pumps so one carries the load while the other rests is worth discussing.
New installations come up too, usually on a hillside property in Los Angeles where drainage that worked for decades stops keeping up: seepage along the uphill wall of a tuck-under garage, a floor that stays damp for days after rain, efflorescence spreading on the retaining wall. Cutting a pit into an existing slab means putting it at the genuine low point and tying it into whatever drainage already exists, which is why the work starts with an inspection rather than a number over the phone.
Where Pump Work Stops and Waterproofing Begins
