The sequence is the same on every job, because skipping a stage is how water ends up sealed behind something finished.

The IICRC grades water into three categories, and in a slab-built house the practical consequence lands on the floor. Category one, from a sanitary source such as a supply line or a water heater, can usually be dried in place: the tile stays, the plank stays, and equipment pulls moisture back out of the assembly and the slab. Category two, discharge from appliances and fixtures, brings enough contamination that pad and some porous material come out and everything left gets cleaned and treated. Category three, sewage and storm runoff, is where flooring decisions get made quickly and firmly, because porous material that has been contaminated cannot be cleaned back to a safe standard and has to leave the building. That is why a monsoon loss and a clean-water loss of exactly the same size produce two very different-looking Mesa jobs.
