Water that has been anywhere near the harbor leaves something behind after it dries. That single fact separates restoration in a working port from the same trade twenty miles inland, and it is why a crew here reaches for a hose and a cleaning protocol before it reaches for an air mover.
What Salt Does After the Water Is Gone
Salts are hygroscopic, which is a technical way of saying they are thirsty. Left in a wall, they take moisture back out of the surrounding air and hold it, so the material sits at a higher moisture content than an identical wall on the other side of the building. A crew that dries and leaves gets called back, because the readings climb again as soon as the equipment goes. Salt is also hard on metal. Fasteners, plates, connectors and anything else steel inside a soaked assembly corrode faster once salt is sitting on them, which is a slower failure than mold but a real one. Neither problem is solved by drying. Both are solved by getting the salt off and out first.
Old Wood, Dense Blocks and a Waterfront
New Bedford was a whaling port and then a textile city, and the buildings from both eras are still doing daily work. A great deal of the housing is wood-framed and three stories tall, built close together for mill workers, with a cellar under it. The mills themselves are granite and brick, and many now hold apartments, studios and offices. Those two building types behave very differently under water. Old growth framing and plaster hold moisture and give it back slowly. Masonry holds it longer still and moves it sideways along a wall rather than releasing it upward. Neither one dries on the schedule a modern drywall-and-engineered-lumber house does, and a plan written for the latter will finish a week early on paper and leave the building wet.
Salt Water, Rain Water and the Ones That Start Indoors
Coastal storms and nor'easters drive water at a building sideways, which finds the gaps a vertical rain never would, and the hurricane barrier across the mouth of the harbor protects the inner harbor without doing anything about what lands on a roof. Heavy rain on dense, hard-surfaced blocks runs to the low ground and finds cellar windows and bulkheads. And the ordinary indoor failures happen here the same as anywhere: a supply line splitting in an unheated space during a Massachusetts cold snap, a washing machine hose letting go, a water heater giving up. The last group is clean at the source. The first two are not, and the difference decides the protocol.

Seawater Does Not Get a Category of Its Own
The IICRC scale has three categories and none of them is called salt water, so the question a crew answers on arrival is what the water had been in contact with before it reached the floor:
- Category one, clean water: a supply line, a water heater connection or rain coming straight through a roof opening. Sanitary where it started, and most material can dry in place if the work starts early.
- Category two, gray water: appliance discharge and overflowing fixtures. Enough contamination that cleaning and sanitizing are part of the job, and it moves down the scale the longer it stands.
- Category three, black water: sewage, and any water that crossed the ground outside before it came in, which is where storm-driven water off the waterfront lands. Protective equipment, documented cleaning and disposal of soaked porous material are all required.
Rinse, Remove, Dry, Verify
The sequence on a coastal loss puts cleaning ahead of drying, which is the one place it departs from an inland job:
- Assess and meter: we map how far the water reached, including inside walls and under flooring, and establish what it was.
- Extract and remove: standing water comes out, then the porous material the category will not let us keep, logged as it leaves.
- Rinse, clean and sanitize: affected hard surfaces are washed down to take the salt and contamination off, then treated with antimicrobials.
- Dry and monitor: air movers and dehumidifiers go in against the wet assemblies, with daily readings until the affected material matches unaffected material in the same building.
- Remediate and rebuild: any mold already under way is contained and removed to IICRC standards, then flooring, wallboard and trim go back.
Documenting Where the Water Came From
After a coastal storm the origin of the water is the thing everyone will want established, and it is very hard to prove once the building has been cleaned out. So we photograph before anything moves, note the high-water line and where it sits relative to grade, record the moisture readings behind every piece of equipment we set, and inventory what was removed and why. That record goes to your insurance provider and we coordinate with them on the documentation. What a policy responds to, including how rising water is treated, is between you and the carrier. We will not tell you a claim is going to be covered.
Keeping Salt Water Out of the First Floor
Not much of this is exotic. Keep the cellar floor and the lowest shelves clear of anything porous you would miss. Check that bulkheads, cellar windows and the grade around the building are shedding water away rather than toward it. Have the gutters and downspouts clear before the storm season rather than during it. Wrap or heat any supply line running through an unheated space so a Massachusetts cold snap does not add an indoor loss to an outdoor one. And know where the main shutoff is, because the fastest thing anybody can do for a building is stop adding water to it. That is the cheapest plumbing peace of mind available in a coastal city.
