The call that comes in most often from Oakland does not describe a broken pump. It describes a working one, and a puddle it never touched.
Why Is There Still Water When the Pump Is Working?
Because a pump has no reach. It empties the volume it is standing in and nothing else. Under a raised floor the pit is a hole cut into dirt, and whether water arrives at that hole is decided entirely by things outside the pump: the fall of the ground under the house, the gravel or perforated line laid to collect it, and whether anything has silted up since. Get that wrong and you can run a brand new unit flawlessly, forever, three feet from a wet corner that never drains.
This is why an inspection under a raised house in Oakland starts with a flashlight and the crawl space rather than with the equipment. Where does the ground fall? Is there a trench, and is it still open? Does the drain rock still look like rock, or has it packed with fines until it moves nothing? Is the pit at the low point that exists today, given that the ground under a house on fill does not stay exactly where it was put?
What Feeds a Sump Pit Under a Raised Floor
Three things, in most of the older stock across Oakland. The first is surface fall: the dirt under the joists graded so water runs toward one corner. The second is a shallow trench of drain rock, sometimes with a perforated line in it, collecting along the wettest wall and leading to the pit. The third is whatever exterior drainage exists around the perimeter, which on a flat lot is frequently doing less than the owner believes. All three silt up, and none of them announce it.
The pump's own failures are the familiar ones, and each has a symptom. A float switch drifts against the side of a shallow pit or fouls on the discharge pipe. An intake screen packs with the fines a dirt floor produces, so the motor runs and moves nothing. An impeller seizes and the unit hums. A check valve loses its seal and the column in the line drops straight back into the pit, so the pump restarts within seconds and short cycles until the motor is finished. And the fifth is the outage: a winter storm takes a line down and a healthy machine sits in a filling hole.

On a lot in Oakland with almost no fall, termination is the decision that makes or breaks the installation. Water released a short distance from the wall on saturated ground has nowhere to go, so it spreads, soaks down and finds the same trench that delivered it in the first place. The pump then works permanently on its own output, which reads to an owner as a pump that will not shut off and leads to a replacement that solves nothing.
What works is a run long enough and low enough that water genuinely leaves: out to a hard surface, a street-side gutter, or a drainage feature that carries it away, with the route sized so it does not throttle the flow. The check valve on that line is what holds the standing column between cycles, and on a flat run with a modest lift a worn valve is easy to overlook and expensive to ignore. Tracing the line from the pit to the point where water actually appears is an hour that changes what everybody assumes.
When Short Cycling Means the Pit, Not the Pump
Under a raised floor there is rarely headroom for a deep sump pit, so most of them in Oakland are shallow by necessity. A shallow pit gives the float switch very little travel between on and off, which means the pump starts and stops constantly and burns through its rated duty in a season. Add years of silt from a dirt floor and the usable depth shrinks further, so a pit that cycled reasonably when it was cut can be cycling twice as often a decade later without anything having broken.
That is worth separating from genuine continuous running, which on the flats during a wet stretch can be entirely correct behavior. The readings that indicate trouble are a run time that has grown for the same weather, a motor cutting out on its own thermal protection and going quiet for twenty minutes, and cycling that restarts within a second or two of shutting off.
Backup Power for a Wet Season That Runs on Weeks
The most common real gap on these installations is the absence of a second source of power. Winter systems arrive in Northern California with wind ahead of the rain, so lines come down at the beginning of the event rather than at the end, and the pit fills through the hours the pump has no electricity. A battery backup is a second pump with its own supply. It carries a pit through an outage of hours rather than days, and how many hours depends entirely on how fast water is arriving. It is not a substitute for replacing a primary pump that is already failing, and under a floor nobody visits it should be paired with a high-water alarm so a failure announces itself.
Testing the Pump and Then Walking the Crawl Space
Pour water slowly into the pit until the float switch lifts. The pump should start, clear the pit and stop cleanly without restarting a second later. Listen for a hum with no flow, watch whether the level jumps back up at shutoff, and time the run so there is a figure to compare against next year. Then do the part most people skip: take the light and look at the rest of the space. Note where the ground is damp, whether the fall still leads to the pit, and whether the drain rock is still loose.
Do it before the California wet season rather than during it. What the test cannot tell you is whether the unit keeps up under real inflow or whether the discharge line is clear along its whole length, and those need somebody assessing the installation as one system.
The Limits of What a Pump Can Be Asked to Do
