There is a piece of infrastructure under most of this city that changes the whole conversation about below-grade water, and almost nobody thinks about it until a downpour. Philadelphia grew up on combined sewers: a single pipe under the street carrying sanitary flow and street runoff together. It works well enough most of the time and it fills fast in a heavy rain, which has consequences inside the house.
Why the Floor Drain Backs Up While the Pump Is Fine
When a Philadelphia sewer surcharges, the level rises in every lateral connected to it, and the lowest opening in the house is the floor drain. Water can come up through it. Meanwhile the sump pit is a completely different system: it collects groundwater from around the footing and lifts it out. The pump can be running perfectly, clearing its pit on schedule, while water arrives from the drain three feet away.
Getting that distinction right is the difference between a useful repair and a wasted one. A larger pump does nothing about a surcharging sewer. What addresses that is backwater protection on the line, which is separate equipment with a separate purpose, and it is worth asking about at the same visit because in Philadelphia both problems show up in the same rainstorm.
Can a Sump Pump Discharge Into the Sewer Line?
No. Routing groundwater into a sanitary or combined sewer is prohibited, and the reason is not bureaucratic. Across Pennsylvania, every gallon of clean groundwater pushed into a combined line during a storm is a gallon of capacity taken from the flow that has to be there, and it makes the surcharge worse for the whole block including the house that did it.
That rules out the easiest route on a Philadelphia row lot, and it is the reason the discharge question takes real thought here rather than a length of pipe and a shrug. The line has to reach a legal termination outside, and on a wall-to-wall property that route is worth planning properly the first time.

Getting Sump Pump Water to the Street Without the Sewer
This is the part of the job that takes judgement on an attached property. The sanitary and combined lines are out. The rear yard may be paved, shared, or barely wider than a door. The front is a public footway. What remains is a properly planned run to a legal termination, and it is worth doing once and doing correctly rather than improvising a short line that puts water back where it came from.
Two failures recur in Philadelphia row housing. The first is a line ending against the rear wall on a paved yard, where the water runs back along the paving and returns to the drain tile within minutes. The second is a line aimed into the strip of ground between two houses, which feeds the neighboring foundation as reliably as it feeds this one. Neither looks dramatic and both quietly shorten the life of the pump.
The check valve deserves its own note. It holds the standing column in the pipe when the motor stops. When it goes, the pit refills instantly, the pump restarts, and short cycling burns through a duty cycle rated for far fewer starts. It is a small part behind a large share of the premature replacements in this market.
The Backup Pump and the Cell That Parks Over the City
The realistic failure in Pennsylvania is a healthy pump with no electricity. Summer storm cells bring wind and lightning and take the power down while the rain is still falling, which is the exact hour the pit needed the motor. A battery backup is a second pump with its own power source, rated in hours, and those hours shorten as inflow rises.
The limits are worth stating. It does not add capacity in normal running, and it is not a reason to keep a primary pump that is already worn. In a row house where the lowest level holds the heater and the panel, pair it with a high-water alarm, which is inexpensive and is the only part of the system that reports a problem before the floor does.
A Pit Nine Feet From the House Next Door
Space decides a great deal in Philadelphia. A row property gives a narrow footprint, so a pit is frequently retrofitted wherever there was room rather than at the true low point of the floor, and a pit in the wrong place collects very little while the water crosses the slab to reach it. Depth is limited too, and a shallow pit gives the pump almost no travel between its on and off points, so it short cycles under real inflow.
Fitting a backup adds a further constraint, because a second pump needs room in the pit. On a narrow retrofitted pit that sometimes means enlarging it first, which is better discovered on a dry day than during a storm. Testing the Pump and the Backwater Valve on the Same Day
Pour a bucket of water slowly into the pit until the float switch lifts. The pump should start, clear the pit and stop cleanly without restarting a second later. Listen for a hum with no flow, and watch whether the level jumps back the instant the motor cuts. If there is a backup, unplug the primary and confirm the second unit takes over.
While somebody is down there, have the backwater protection looked at as well, because in a combined-sewer city the two devices answer the two different ways water gets in and they tend to be needed on the same afternoon. What the bucket cannot tell you is whether the pump keeps up under a real storm or whether the discharge run is clear along its full length.

Repair, replacement, new installation, backup systems, discharge line work and diagnosis of the whole pit are all in scope, and so is the drain side of the problem. Waterproofing a foundation, repointing masonry, exterior excavation and structural repair are different trades, and on a party wall some of that work involves the property next door. Any company in Philadelphia offering to cure water intrusion by fitting a larger pump is offering the wrong thing.
