They come from a part of the building the water never reached, on the same materials, in the same air, and they become the standard for that specific structure. A cellar in an older Quincy house and a second-floor bedroom in a newer building do not share a normal, and neither matches a figure out of a manual. The wet materials are then dried until they meet that standard, verified with a meter rather than declared finished by the calendar.

Three Categories, and Why a Meter Cannot Tell Them Apart
A moisture meter reports how much water is sitting in a material. It says nothing about what was in that water, and that second question governs the protocol. The category is read off the source, not off the damage, so the same square footage of wet floor can fall into any of the three:
- Category 1, clean water: a split supply line, a failed connector, rain through the roof. Sanitary when it leaves the pipe, but it degrades where it sits, and in a warm damp cellar it does not stay Category 1 for long.
- Category 2, gray water: discharge from a washing machine, a dishwasher or an overflowing fixture. It carries contaminants, so extraction alone is not enough and the materials need cleaning and antimicrobial treatment.
- Category 3, black water: a backed-up drain line, or storm water that came in across the ground. On the low Quincy shoreline that second route is a real one, and it is treated as contaminated from the first minute, with protective equipment and removal of porous material that cannot be cleaned.
